ACTION ALERT! Bill Attacking Bilingual Education Programs to Move to House Floor

The House of Representatives will shortly be voting on H.R. 3892, entitled the “English Fluency Act.” H.R. 3892 was approved by the full Committee on Education and the Workforce, with Republican representatives voting in support and Democrats opposing the bill.
If passed, H.R. 3892 will:
  • Require that limitedEnglish proficiency (LEP) students be removed from specialized classrooms within 2 years of their entry.

  • Bars funding for programs providing assistance to LEP students who have been enrolled for a period exceeding 3 years in such programs.

  • End any voluntary compliance agreement between a state or local educational agency and a federal agency such as the Department of Education) to provide, develop, implement or maintain bilingual education programs.

  • Require states and schools to compete for federal grants which will be used to fund language assistance programs.
